The firm of Chester & Vestal, P.A. was established in 1977 by attorneys Edwin (Ned) Chester and Barbara Vestal in Portland’s Munjoy Hill/Eastern Prom neighborhood. Ned and Barbara were joined by associate attorneys Amber Miller in 2019 and Amy Phalon in 2022.
The firm provides legal services to individuals and families in the areas including juvenile defense; securing access to learning and equal opportunities in education for students with special needs; guardian ad litem representing children in child protection cases; wills, estates and probate; and some real estate matters. The practice is generally concentrated in Southern Maine, but juvenile defense work and special education matters are handled on a statewide basis.
Chester & Vestal, P.A., a small firm with over 40 years of experience, prides itself on providing individualized legal services. Many of the firm’s clients are seeking legal advice for the first time, or are facing important decisions about matters which are new to them. The attorneys take time to explain legal concepts, procedures, and options so clients can make informed decisions.
In juvenile matters, the firm employs a dual strategy. The firm provides a vigorous defense against the charged offenses and makes the protection of the juvenile's record a priority. The firm also employs a team approach, frequently involving the family, treatment providers, and the community in seeking creative solutions with potential long-term benefits for the child. Unlike criminal defense work, the emphasis with juvenile defendants is on redirection, rehabilitation, and positive youth development. A juvenile charge, while a very serious legal matter, also frequently presents an opportunity for the child, family and community to collaborate to produce a better outcome for that adolescent.
